Scaling up Community Participation in Monitoring Health Services Delivery, Planning and Accountability in Management of Health Budgets at County and National levels in Kenya

HERAF for the years 2014 & 2015, through the support of the Open Society Initiative for East Africa (OSIEA) and the Open Society Budapest Foundation (OSI)   will be implementing a project titled ‘Scaling up community participation in monitoring health services delivery, planning and accountability in management of health budgets at county and national levels’

The project will focus on creating and increasing knowledge among grassroots civil society organisations, health professionals, community leaders and citizens in Nyeri, Embu and Kwale Counties on the connection between human rights and how they apply to community monitoring to ensure improved services delivery in public health facilities; and better use of public resources through community participation in planning for and use of resources. The activities under the project will aim at empowering communities in methods and techniques of monitoring the standards of health services delivery and increasing citizen’s participation in health sector processes at National and County levels, so that they effectively engage with national and county governments in timely review, development and implementation of health laws, policies and legislations. Activities as implemented will be informed by the County Health Strategic Investment Plans and the County and National government calendars in order to maximize reach and increase the impact of community voices in determining changes in the health sector at the County and national levels.

By the end of the project, HERAF in partnership with the respective County Governments and other stakeholders expects that there will be increased and amplified roles of communities in monitoring health services provided, better governance and management at public health facilities, and augmented accountability and transparency in management of devolved public resources. The expected outputs in implementing the project are that there will be;

· An increase in knowledge and awareness among communities in the target localities about their health entitlements, the responsibilities of the County and National Government in relation to the Right to health and the community monitoring tools that they can use to ensure they receive the entitlements and the promises

· Improved working relationships between health care providers, health facility management teams and communities in  the use of  resources availed to health facilities

· Improvement in the  quality of services  offered at public health facilities in Kenya  through community monitoring processes and activities
